J. David Ketchum II, Pharm.D., Chief Executive Officer
J. David Ketchum II, Pharm.D., ACE, CNE is a highly experienced Clinical Pharmacist and healthcare professional based in Hayti, Missouri. His career spans over two decades, during which he has held various roles and made significant contributions to the field of pharmacy and healthcare in Pemiscot County.
Dr. Ketchum attended Dyersburg State Community College and The University of Tennessee at Martin, TN during his undergraduate years. He then completed his Doctor of Pharmacy (Pharm.D.) degree at the University of Tennessee Health Science Center in 1998. After his Pharm.D., he underwent an American Society of Health-System Pharmacists (ASHP) Postgraduate Year 1 (PGY1) residency at the Veterans Administration Hospital in Memphis, TN where his training became focused on administration, finance, and leadership.
Dr. Ketchum has served as the Director of Pharmacy and Pharmacist in Charge at Pemiscot Memorial Health Systems since 1999 and he also served as a Hospital Director of IT in the past. In March of 2024, he became CEO of Pemiscot Memorial Health Systems after a short interim stint. He has been an Apexus certified 340B expert (ACE) since 2017 and is a Certified Nonprofit Executive (CNE), a certification he obtained from the National Association of Nonprofit Organizations and Executives (NANOE) in July 2022. He has led several special projects, including the implementation of the Pyxis system throughout the hospital and the initiation of the 340B drug pricing program in the hospital and rural health care clinics.
His personal life includes a passion for Christ, cycling and fitness, enjoying time with family, and watching MMA. He has been in ministry his entire life and is a Pronomian Christian Pastor and leader of Christian Sabbath Assembly in Dyersburg Tennessee. He has been married to his wife Tammy, a Registered Nurse for 28 years and they have three sons: Dawson, Gaige, and Asher.
Dr. Ketchum’s dedication to pharmacy practice and patient care, combined with his leadership skills and commitment to continuous learning, have made him a valuable asset to Pemiscot Memorial. His work continues to positively impact his community and the broader field of healthcare.

Jennifer McMillen, RHC Fiscal Operations Director
Jennifer McMillen began her journey at PMHS in 200 where she started as a clerk and was promoted to Office Manager in 2016 and served in that role until 2023 where she became the RHC Fiscal Operations Director for the clinics. Jennifer was born and raised in Portageville, MO and has served the Bootheel and her community as a member of the Chamber of Commerce and the Portageville Jaycees. When she is not working, she enjoys spending time with family and friends and serving her community through various nonprofit events.
Lauren Turnage, Revenue Cycle Director
Lauren Turnage serves as the Revenue Cycle Director at Pemiscot Memorial Health Systems, where she has built a distinguished career over the past eight years. Starting as an Office Clerk in 2017, Lauren's dedication and expertise propelled her through roles as a Clinic Manager and Revenue Cycle Analyst before assuming her current position as Revenue Cycle Director in 2023. She holds a Revenue Cycle Management certificate from the University of Cincinnati, equipping her with specialized skills to optimize billing, coding, and collections processes.
Being born and raised in Pemiscot County, Lauren is deeply committed to the success of Pemiscot Memorial Health Systems. She knows firsthand how vital the hospital is to the community, especially having children of her own who rely on local healthcare access. Known for her hands-on approach and collaborative leadership, Lauren focuses on enhancing financial performance through streamlined revenue operations and reduced claim denials, ensuring that the hospital maintains financial integrity while creating a positive experience for patients and payers.
Outside her professional responsibilities, Lauren enjoys spending time with her husband and three boys, reading, traveling, gardening, and engaging with her local community. Her journey from entry-level roles to the Executive Team is a testament to her perseverance and passion for healthcare excellence, and she is dedicated to supporting the health and wellness of her community.

Loren Clifton, Executive Assistant
Loren Clifton serves as the Executive Assistant at Pemiscot Memorial Health Systems, where she plays a key role in ensuring smooth administrative operations, supporting senior leadership, and encouraging collaboration across departments.
She joined the hospital in 2020 as a Pharmacy Technician before transitioning into her current role in April 2024. She brings her strong organizational skills, adaptability, and experience in pharmacy operations. This combination allows her to serve on the organization's Media/Marketing Committee, 3408 Steering Committee, Medical Staff Executive Committee, and Executive Leadership Team, offering a unique perspective that effectively bridges the gap between clinical and administrative functions.
Outside of her professional life, Loren is a proud and outgoing mom who enjoys making memories with her son and daughter. She enjoys drawing as a creative outlet and is known for her lighthearted personality, who is always ready to share a laugh!

Tara Warren, Clinic Operations Director, and Rural Health Compliance Director
Tara Warren is the Clinic Operations Director and Rural Health Compliance Director at Pemiscot Memorial Health Systems. In her current role, she has significant responsibilities in planning, directing, and evaluating all medical activities within our clinics along with maintaining compliance according to RHC guidelines.
Tara joined Pemiscot Memorial Health Systems in 2017 and has been committed to improving our organization. She has a bachelor’s degree in business administration and is also a Registered Nurse. Her nursing career started in 2005 and includes working in med-surg, nursing home care, home health, hospice, and wound care. She also has experience as Human Resources Director.
Tara is receptive and able to communicate well with people at all levels. She has a natural ability to lead people in a way that empowers rather than controls. She focuses on team building that fosters a sense of ownership and engagement.
Tara is from this community and wants to be a part of the continuing success here at Pemiscot Memorial Health Systems.
